A new Pennsylvania law aimed at curbing distracted driving will take effect on Thursday, June 5. Named Paul Miller’s Law, the legislation makes it illegal for drivers to handle a mobile device while operating a vehicle — including when the vehicle is stopped at a red light.

Key Details:

  • Prohibited Actions: Drivers are no longer allowed to hold or support a phone or electronic device with any part of their body. This includes activities such as texting, scrolling, or manually dialing numbers, unless it can be done with a single tap.

  • Permitted Use: Hands-free operation is still allowed. Devices mounted on dashboards or connected through Bluetooth may be used for navigation, calls, or music. Emergency communications, like dialing 911, remain lawful.

  • Penalties: Beginning June 5, 2026, violators will face a $50 fine for a first offense, in addition to court costs and related fees.
