The regular meeting of the Buckingham Township Board of Supervisors was held October 24, 2018 in the Township Building, 4613 Hughesian Drive, Buckingham, Pennsylvania.

Mrs. Rash called the regular meeting to order at 7:30 p.m.

 

Presentation of a Community Service Award to Jeff Swamp and his sons for their helpfulness in cleaning up a township residence.

Lieutenant Landis presented a Community Service Award to Jeff Swamp and his 3 sons honoring their volunteer work in cleaning up a township residence that had all types of large, heavy, cumbersome items in the yard, and many items in the house that the homeowner was unable to handle. Mr. Swamp and his sons spent several weekends hauling the items from the property and made a major impact on the quality of life for the resident and the resident’s neighbors.  

 

Swearing in of Police Officer Samantha Butler.

Samantha Butler was sworn in as a Buckingham Township Police Officer by Judge Maggie Snow, District Justice. Chief Gallagher stated that Ms. Butler was the most qualified applicant among many, and also happens to be the first female officer to join Buckingham Township’s police department. The department and township welcomed Ms. Butler.

BOARD’S ANNOUNCEMENTS

 

Mrs. Rash made the following announcements:

There will be a Public Meeting hosted by Bucks County Planning Commission at the Pennsylvania Biotechnology Center on Monday, November 5, 2018 at 7:00 p.m. to discuss Swamp Road & Old Easton Road Intersection Improvements. Pennsylvania Biotechnology Center, Room 100, 3805 Old Easton Road, Doylestown, PA. For information contact the Bucks County Planning Commission at 215-345-3400.

Election Day: November 6, 2018 - VOTE!

The Buckingham Township Administrative Offices will be closed November 12, 2018 in observance of Veterans Day.

Board of Supervisors Work Sessions and Regular Business Meetings will be held on: November 14 and December 19. All other meeting dates have been cancelled.

            REQUESTS FOR PAYMENT, PAYROLL and BILL LIST

 

Consideration of approving Payment Request No. 8, to Eastern Environmental Contractors, Inc. for work completed on the Fieldstone Spray Field Upgrades – General Contract BT-17-01, in the amount of $195,958.50.   

Mrs. Rash made a motion, seconded by Mr. Forest to approve Payment Request No. 8, to Eastern Environmental Contractors, Inc. for work completed on the Fieldstone Spray Field Upgrades – General Contract BT-17-01, in the amount of $195,958.50. The motion carried unanimously.

 

Consideration of approving Payment Request No. 4, to GS Developers, for work completed on the Fieldstone Spray Field Upgrades – Electrical Contract BT-17-02, in the amount of $24,300.00. 

Mrs. Rash made a motion, seconded by Mr. Forest to approve Payment Request No. 4, to GS Developers, for work completed on the Fieldstone Spray Field Upgrades – Electrical Contract BT-17-02, in the amount of $24,300.00. The motion carried unanimously.

 

Consideration of approving Payment Request No. 7, to GS Developers, for work completed on the Pump Station Generators and Upgrades PH 2 – General Contract BT-17-03, in the amount of $55,800.00. 

Mrs. Rash made a motion, seconded by Mr. Forest to approve Payment Request No. 7, to GS Developers, for work completed on the Pump Station, Generators and Upgrades PH 2 – General Contract BT-17-03, in the amount of $55,800.00. The motion carried unanimously.

 

Consideration of approving Payment Request No. 2, to BSI Electrical Contractors for work completed on the Buckingham Village Wastewater Treatment Plant (“WWTP”) Plant 2017 Upgrades – Electrical Contract BT-17-05, in the amount of $29,250.00.

 Mrs. Rash made a motion, seconded by Mr. Forest to approve Payment Request No. 2, to BSI Electrical Contractors for work completed on the Buckingham Village WWTP Plant 2017 Upgrades – Electrical Contract BT-17-05, in the amount of $29,250.00. The motion carried unanimously.

 

Consideration of approving Payment Request No. 2, to GS Developers, for work completed on the Pump Station Generators and Upgrades, Pump Station 1 - Contract BT-18-01, in the amount of $41,850.00.   

Mrs. Rash made a motion, seconded by Mr. Forest to approve Payment Request No. 2, to GS Developers, for work completed on the Pump Station Generators and Upgrades, Pump Station 1 - Contract BT-18-01, in the amount of $41,850.00. The motion carried unanimously.


 

Consideration of approving Change Order No. 1 for the Buckingham Village WWTP 2017 Plant Upgrades – Contract BT-17-04, for an increase of $3,200.00.

 Mrs. Rash made a motion, seconded by Mr. Forest to approve Change Order No. 1 for the Buckingham Village WWTP 2017 Plant Upgrades – Contract BT-17-04, for an increase of $3,200.00. The motion carried unanimously.

 

Consideration of approving Payment Request No. 10, to A.H. Cornell & Sons Inc., for work completed on the Holicong Park Expansion, Phase 1, Contract 2016-04, in the amount of $159,979.39.  

Mrs. Rash made a motion, seconded by Mr. Forest to Payment Request No. 10, to A.H. Cornell & Sons Inc., for work completed on the Holicong Park Expansion, Phase 1, Contract 2016-04, in the amount of $159,979.39. The motion carried unanimously.

 

Consideration of approving Payroll for the weeks ending September 30, 2018 and October 14, 2018, and the Bill List for the meeting of October 24, 2018.

Mrs. Rash made a motion, seconded by Mr. Forest to approve Payroll for the weeks ending September 30, 2018 and October 14, 2018, and the Bill List for the meeting of October 24, 2018, in the total amount of $1,452,010.97. The motion carried unanimously.

 

MINUTES

 

Consideration of approving the draft Supervisors’ Minutes of the September 26, 2018 Work Session, September 26, 2018 Regular Business Meeting and October 10, 2018 Work Session.

Mrs. Rash made a motion, seconded by Mr. Forestto approve, as most recently presented, the draft Supervisors’ Minutes of the September 26, 2018 Work Session, September 26, 2018 Regular Business Meeting and October 10, 2018 Work Session. The motion carried unanimously.

 

Consideration of accepting various Departmental Minutes and Advisory Body Minutes.

 Mrs. Rash made a motion, seconded by Mr. Forest to accept the following Departmental Minutes and Advisory Body Minutes:

 - Code Enforcement Monthly Statistical Report – September 2018

- Safety Committee – September 2018

 The motion carried unanimously.

BUSINESS

 

Consideration of accepting Request for Plan Withdrawal of the “Detweiler Tract”, SA 2018-03, 2-Lot Minor Subdivision of TMP# 6-17-89.

Mrs. Rash made a motion, seconded by Mr. Forest to accept the applicant’s Request for Plan Withdrawal of the “Detweiler Tract”, SA 2018-03, 2-Lot Minor Subdivision of TMP# 6-17-89. The motion carried unanimously.

 

Consideration of approving the Escrow Agreement between BKTD, LLC and Buckingham Township in the amount of $90,000.00 for the “BKTD Tract”, Township File SA 2017-02, TMP# 06-018-094.

 Mrs. Rash made a motion, seconded by Mr. Forest to approve the Escrow Agreement between BKTD, LLC and Buckingham Township in the amount of $90,000.00 for the “BKTD Tract”, Township File SA 2017-02, TMP# 06-018-094.

Mr. Smith explained this agreement secures the plantings of an evergreen buffer along the neighboring property border per an agreement between the neighbor and the applicant. He said this agreement also has a plan attached as an exhibit showing the revised location of the driveway as approved by the township engineer and the neighbor.

The motion carried unanimously.

 

ADDITIONAL BUSINESS / MANAGER’S ITEMS

 

Consideration of appointing Lori Wicen to the Agricultural Security Area Advisory Commission filling a vacant term with an expiration date of January 2020.

Mrs. Rash made a motion, seconded by Mr. Forest, to approve the appointment of Lori Wicen to the Agricultural Security Area Advisory Commission filling a vacant term with an expiration date of January 2020. The motion carried unanimously.

 

Mrs. Rash made a motion, seconded by Mr. Forest to adjourn the meeting at 8:17 p.m.  The motion carried unanimously.
