Board of Supervisors Work Session

The work session of the Buckingham Township Board of Supervisors was held October 24, 2018 in the Township Building, 4613 Hughesian Drive, Buckingham, Pennsylvania.

The work session commenced at 6:00 p.m.

 

Budget – Police Department

Chief Gallagher and Mrs. Pistory, Director of Finance Department, were present.

Mrs. Pistory noted many of the items are contracted and cannot be adjusted.

 

Salaries

Chief Gallagher explained that 4 officers are retiring in 2019, and he suggests the Board consider hiring 2 officers in January and 2 in July as the officers retire. Chief Gallagher said the salary budget will be decreased due to the new hires having lower salaries than the retirees. Chief Gallagher explained that Overtime Salaries are up a bit due to new supervisors requiring training, adding that this year they were able to find online training and complete it during duty time rather than using overtime. Mr. Calderaio noted that from 2016 to 2017 the overtime was reduced.

 

Background Investigation

Chief Gallagher explained the background investigation budget was increased as the police candidates are investigated thoroughly.

 

Clothing and Uniforms / Armor

Chief Gallagher noted the new hires will need uniforms and body armor.

 

Chief Gallagher said the budget includes 5 sets of rifle armor that the officers would use as needed when on duty.

 

Firearms and Equipment

Chief Gallagher proposed purchasing 3 new shotguns and converting 3 older shotguns for less lethal projectiles (beanbags) and putting orange stocks on them.  He also proposed replacing one AR-15 rifle. Chief Gallagher budgeted money for rifle slings.

 

Other Communication – Power DMS Policy

Chief Gallagher requested a $4500 budget for a software system that holds policies and procedures, something statewide accreditation requires. He said this includes 21 licenses (one for each officer), and is an annual recurring expense.

 

Vehicle Maintenance

Discussion was held on the pros and cons of reducing the fleet and officers sharing vehicles.

 

Dues /Subscriptions

Chief Gallagher praised the Crimewatch program that is used countywide for crime tips, budgeted at $1,500 annually.

 

Chief Gallagher said use of Guardian Academy Training Center is working out well, and the cost is $3,500 per use, as well as use of the outdoor Bedminster Range at $2,000 per use.

 

Meetings and Conferences

Chief Gallagher said this budget item is increased due to supervisor training needed for promotions, armorer’s training due to the retirement of the current armorer, and accident reconstruction training. Chief Gallagher said 3 officers will receive armorer’s training and can keep equipment cleaned and maintained during regular duty time.

 

Roll Call Room

Chief Gallagher requested a formalized area for role call training, and was open to the suggestion of reusing the Department’s space previously used for fingerprinting (as live scan fingerprinting is now done at other locations).

 

Video Surveillance and Monitors

Chief Gallagher requested an update to the current video surveillance and monitor system to secure the township building appropriately, and recommended a budget of $8,500.

 

Vehicles

Chief Gallagher proposed budgeting for 2 vehicles in 2019.

 

Tuition Reimbursement

Mrs. Rash proposed raising the tuition reimbursement as new officers may request it.

 

Mrs. Rash summarized that the police department budget increased by 5% in 2019.

Budget Wrap-up

For clarification, Mrs. Cozza and Mrs. Pistory discussed various items that had previously been discussed during previous budget meetings.

 

Township Staff Holiday Gathering

Mrs. Cozza asked the Board for guidance on scheduling of the annual Township Staff Holiday Gathering. The Board agreed due to the busy holiday season it may be best to try a January party to start the new year, and agreed on January 5, 2019 for the event.

 

2019 Day in The Park

Mrs. Cozza suggested that the annual Day in the Park township event be moved from its traditional 4th Wednesday of June date as much of the township staff is involved in preparing for the Board of Supervisor’s meeting that evening and are unable to participate. The Board agreed the event could be changed to the 3rd Wednesday, which will be June 19, 2019.

 

10:10 p.m. The Board retired into Executive Session to discuss the potential acquisition of conservation easements on the Williams and Maximuck tracts and personnel salary issues.

 

11:00  p.m.The Work Session adjourned.
