Meeting Minutes

 

The regular meeting of the Buckingham Township Board of Supervisors was held May 24, 2017 in the Township Building, 4613 Hughesian Drive, Buckingham, Pennsylvania.

Mr. Forest called the regular meeting to order at 7:30 p.m. and led the Pledge of Allegiance.

 

Mr. Calderaio requested a moment of silence in honor of our Veteran’s whose lives were lost while serving our Country.

 

PRESENTATION

 

Honoring Buckingham Township Police Officers for Assisting in Baby Deliveries

 

Chief Gallagher presented letters of commendation to the youngest recipients in Buckingham’s history, infants Austin Dougherty and Emory Marone; babies delivered with the assistance of Corporal Moffett, Officer Lewandowski, Corporal Bailey and Officer Thomas. The babies were born within eight days of each other, and arrived in too quickly to be delivered at the hospital. The families expressed their appreciation to the Buckingham Township Police Department for their invaluable assistance.

BOARD’S ANNOUNCEMENTS

 

Mrs. Rash made the following announcements:

-  The Buckingham Township Administrative Offices will be closed Monday, May 29, 2017, in observance of Memorial Day.

-  Various Park and Recreation Programs including Summer Camps and our Thursday Concert Series at Hansell Park begin in June. Go to our website at www.buckinghampa.org or call 215-794-8834 for more information.

-  Buckingham Advisory Network B.A.N. – Ban drugs from coming into our families. Special event and drug turn in opportunity at Our Lady of Guadalupe Church Parking Lot, June 2, 2017, 3pm-6pm – presented by Buckingham Township Police Department.

-  American Red Cross Blood Drive, June 23, 2017, 2pm-7pm – Buckingham Township main meeting room. Call 1-800-RED-CROSS to make your appointment.

PAYROLL and BILL LIST

 

Consideration of approving Payroll for the weeks ending April 30, 2017 and May 14, 2017, and the Bill List for the meeting of May 24, 2017.

 

Mrs. Rash made a motion, seconded by Mr. Forest to approve Payroll for the weeks ending April 30, 2017 and May 14, 2017, and the Bill List for the meeting of May 24, 2017, in the total amount of $709,133.95. The motion carried unanimously.

 

MINUTES

 

Consideration of approving draft Supervisors’ Minutes of the April 26, 2017 Work Session and April 26, 2017 Regular Business Meeting.

 

Mrs. Rash made a motion, seconded by Mr. Forestto approve, as most recently presented, the draft Supervisors’ Minutes of the April 26, 2017 Work Session and April 26, 2017 Regular Business Meeting. The motion carried unanimously.

 

Consideration of accepting various Departmental Minutes and Advisory Body Minutes.

 

Mrs. Rash made a motion, seconded by Mr. Forestto accept the following Departmental Minutes and Advisory Body Minutes:

 

- Code Enforcement Monthly Statistical Report – April 2017

- Planning Commission – February 1, 2017 and April 5, 2017

- Safety Committee – March 2017

- Park and Recreation Commission – April 11, 2017

 

The motion carried unanimously.

 

BUSINESS

 

Consideration of accepting the offer of Agreement to Extend the Land Development Contract to June 11, 2018 for the “Bucks County Airport Authority, Doylestown Airport – Phase II” Land Development, Township File LD 2003-02. 

 

Mrs. Rash made a motion, seconded by Mr. Forest to accept the offer of Agreement to Extend the Land Development Contract to June 11, 2018 for the “Bucks County Airport Authority, Doylestown Airport – Phase II” Land Development, Township File LD 2003-02.The motion carried unanimously.

 

 

Consideration of re-approving “Feeney Tract (Fenton’s Corner)”, Township File SA 2013-03, due to the previous approval being over 90 days ago, in order that Record Plans may be signed.

 

Mrs. Rash made a motion, seconded by Mr. Forest to re-approve “Feeney Tract (Fenton’s Corner)”, Township File SA 2013-03, due to the previous approval being over 90 days ago, in order that Record Plans may be signed. The motion carried unanimously.

 

Consideration of re-approving “DiNardo Lot Line Change”, Township File SA 2016-01, due to the previous approval being over 90 days ago, in order that Record Plans may be signed.

 

Mrs. Rash made a motion, seconded by Mr. Forest to re-approve “DiNardo Lot Line Change”, Township File SA 2016-01, due to the previous approval being over 90 days ago, in order that Record Plans may be signed; approval also contingent on a deed of conveyance from Frey to DiNardo, and buffer and conservation and stormwater easements granted to Buckingham Township to be provided in a form satisfactory to the township solicitor. The motion carried unanimously.

 

Consideration of re-approving “Fell Road Tract (Lot Line Change Only)”, Township File SA 2016-03, due to the previous approval being over 90 days ago, in order that Record Plans may be signed.

 

Mrs. Rash made a motion, seconded by Mr. Forest to re-approve “Fell Road Tract (Lot Line Change Only)”, Township File SA 2016-03, due to the previous approval being over 90 days ago, in order that Record Plans may be signed. The motion carried unanimously.

 

Consideration of re-approving “Barley Sheaf Farm”, Township File LD 2017-01, due to the previous approval being over 90 days ago, in order that Record Plans may be signed.

 

Mrs. Rash made a motion, seconded by Mr. Forest to re-approve “Barley Sheaf Farm”, Township File LD 2017-01, due to the previous approval being over 90 days ago, in order that Record Plans may be signed; approval also contingent on development agreements to be provided in a form satisfactory to the township solicitor.  The motion carried unanimously.

 

Consideration of approving the Water Tank Tower Site License Agreement, Site Name PHI Snake Hill (Tower), between Buckingham Township and Cellco Partnership, d/b/a Verizon Wireless, regarding 4597 Sands Way, TMP 6-12-81-1.

Consideration of approving Resolution No. 2336, A Resolution of the Buckingham Township Board of Supervisors Amending the Buckingham Township Trail System Plan.

 

Mrs. Rash made a motion, seconded by Mr. Forest toapproveResolution No. 2336, A Resolution of the Buckingham Township Board of Supervisors Amending the Buckingham Township Trail System Plan, to be appended to Buckingham Township Ordinance 2003-07. The motion carried unanimously.

ADDITIONAL BUSINESS / MANAGER’S ITEMS

 

Consideration of approving an escrow release of $10,000.00 which was posted to secure the “Wastewater Pump and Haul Agreement” between Buckingham Township and Toll Bros., Inc. for the “Mill Creek Ridge (Smith-Pfeiffer)” subdivision, Township File SA 2001-05C.

Consideration of approving purchase of a Takeuchi TB290 excavator from Rental Sales Service in the amount of $107,402.60.

 

Mrs. Rash made a motion, seconded by Mr. Forest toapprovethe purchase of a Takeuchi TB290 excavator from Rental Sales Service in the amount of $107,402.60.

 

Mrs. Cozza noted the purchase of this item was discussed during budget meetings, and the monies to purchase the excavator, under Costars pricing, will come from the liquid fuels monies.

 

The motion carried unanimously.

 

Consideration of approving Waiver of Land Development, submitted by Stampfl Associates, LLC on behalf of Peddler's Village - Building 20 Reconstruction, TMP 6-15-6, Lots 63 & 64

 

Mrs. Rash made a motion, seconded by Mr. Forestto approve theWaiver of Land Development, submitted by Stampfl Associates, LLC on behalf of Peddler's Village - Building 20 Reconstruction, TMP 6-15-6, Lots 63 & 64.

 

Mrs. Rash explained this item was discussed during the work session immediately prior to this business meeting, and the plan covers reconstruction of “The Nut Kettle” at Peddler’s Village that suffered damage by fire late last year. There is an issue as to whether the reconstruction is a land development and if it is, the Board finds the literal enforcement will exact undue hardship because of peculiar conditions pertaining to the land in question, that being that the structure on the land was lost to fire and the replacement structure is to be in the same location and not more than 500 additional square feet of impervious surface than the old structure. The Board finds granting the waiver will not be contrary to the public interest and that the purpose and intent of the subdivision ordinance is observed.

 

The motion carried unanimously.

Consideration of appointing Chuck Woods to the Park and Recreation Commission filling a vacant term with an expiration date of January 2018.

 

Mrs. Rash made a motion, seconded by Mr. Forest toappoint Chuck Woods to the Park and Recreation Commission filling a vacant term with an expiration date of January 2018.The motion carried unanimously.

 

 

Mrs. Rash made a motion, seconded by Mr. Forest to adjourn the meeting at 8:16 p.m.  The motion carried unanimously.
